How do you get a magician to send you his or her Autograph/Photo. I have been able to email them but many do not email me back. The only ones who responded were Penn & Teller and they sent be one.

Most of my autographs are from books that I've purchased from the magicians at lectures or otherwise.
Some magicians sell autographed pictures (relatively inexpensively, IMO) via their websites.
The mighty Mac King and the mistifying Misty Lee both do. And I'm sure that there are others, too.

You need to approach them in a way that you are giving. You cannot just stick your hand out and ask for something then get upset if they do not reply. Think about it like this. If i ask for $5 out of the blue would you just give it to me? chances are you won't even respond.
I don't mean this to sound negative. Just remember that you will get more bees with honey. Maybe send them a copy of a book or something and ask for an autograph in exchange?
