I have a lot of ideas for new playing card designs, but I don't know what software to use to design them. I have already tried drawing them on paper, it doesn't go too well. Any suggestions?

I too am trying to design some cards and I recommend Adobe photoshop and illustrator. They might be a bit pricey but they are worth it for the quality. Another option could be gimp which is free. You can also look into USPCC printing, Legends playing cards which I have heard are cheaper than USPCC and just as good, Expert playing cards which I believe are almost the same as Legends with a few different options and MPC. Good luck with your design!

If you want free software there is a lot available. If you draw something you can scan it onto the computer and clean it up in a program as simple as paint. You then save it as a jpeg and submit it to the USPC.

Thanks for the advice! I'm going to contact USPC soon. Also, I'm trying the free versions of Illustrator and Photoshop. Thanks, guys!
