I recently bought the dream act.and noticed.it can't be performed any where or recreated by anyone.. Does this mean we can't use parts of it.in our act ?

I don't have it, so I don't know the exact language of the limitation. However, my understanding from reading various websites and forum posts is that the performance limitation is that you can't perform the act in its entirety.
This is what Vanishing's website says: "While it's not something we particularly agree with, it's important that you're aware the the package states that you do not have the rights to perform the routine in its entirety; only individual elements of it. Shin also reserves the television rights for the act."
