There is no way to decrease the cost of shipping. If the cheapest option is $17 I suggest you order multiple items in one large package. This way, the package may be more expensive to ship, but will have everything you need for that month (or year).
Alternatively if you travel to the US, you could order from France, fly to the US, and receive your package at the place you are staying.
