can these two effects be performed with paper cut out and drawn on to look like money? I want to be able to take pieces of paper that say twenty on them and with a wave turn them into real money.

I don't own either, but people have told me that you can do that with Prophet. I don't know about Extreme Burn though.
Yes this can be accomplished with both prophet and extreme burn. As long as both sets of bills are the same size. The extreme burn DVD has a whole section that explains how to change fake money or pieces of paper into real money.
