I submitted an effect on Thursday at about 10:30 Central. In about 3.5 hours, the 72 hour limit will be up. Why is my effect still in the "pending review" phase?

Sometimes it can take longer than 72 hours, especially if lots of people are submitting effects. I'd give it another day or two and if you still don't hear from them, then contact the support team directly.
It almost always takes longer than the 72 hours. Unfortunately, it doesn't necessarily mean anything. They just get backed up.
It has been taking more like 6-7 days as of late. I am sure they have been swamped with material to go through so don't worry if you want heard anything yet and it has only been 3-4 days.
