You can't purchase them, but they're available as part of E promotions at the moment. Best to ask this on their forums if you can't find it on their website.
Prae is right. First off, they aren't available for purchase. They are part of a promotion give-away, and to get one, you need to buy atleast $350 dollars (in shippable items, I think. Might have to check up on that) worth of items from their site to be eligible to choose the gold arcane deck from 1 of 3 options for the $350+ part of their giveaway.
Opinion here: The gold arcanes don't look *that* good, and handle just the same as regular arcanes. Unless you're one of those die-hard collectors that just has to have one, I don't think they're worth it.
You could pay $350 on magic get a Gold Arcane, wait till the sale ends and sell it for $350. Ala $350 worth of free magic. Thats what I did with a Black Ghost Deck.

Or you could buy the $350 worth of stuff you could easily resell like cards, and and get keep the promo items. That's what I'm doing.
