I have thought up in my head a gimmick for a sharpie to make it possible for a card or a corner of a card or a small piece of paper to appear in the sharpie cap.

There is one problem...I have no idea how to go about making it. I'm not sure what I should do or who I should talk to or what. I think it could have good potential but I have no clue how to go about making it :(

Depending on what you need, you could go to a carpenter, a jeweller, a builder, etc. Find a specialist craftsman who works with tools suitable for what you want to make. Or, just go out and talk to them about your gimmick - and get their recommendations on how to make it.

It would be plastic ALMOST like a sharpie cap shell I suppose

Have you ever considered just plain old switching sharpies for one with a piece of paper/card corner already loaded in the cap? I understand what you mean, but I've done that for Jeff Prace's Gum before. I don't know how to create the gimmick so I direct attention elsewhere, and while a spec is distracted, openly switch gum packs mid-performance. Being able to switch objects during a performance is a nice and useful skill to have, even if it isn't what you're looking for.

Or rather, after showing them the empty cap, just switch the cap before putting it back on, instead of swapping an entire sharpie.
