Don't waste your money on specialty decks, get a 12 pack of Bicycle decks from Costco or Sams.
Also, don't waste your time learning a lot of color changes. Better to learn a bunch of different effects. For a good list, look here:

Giobbi's Card College series is the best starting point if you can afford it. Get the first two books and Card College Light. Then you can get the next three books and Lighter / Lightest. Giobbi's teaching is excellent -- from the explanations, the pictures and the subtleties.
A less expensive route is picking up the classics. They are a little more difficult to learn from because the books were written in the 1940s and 1950s. Also, the presentations are a bit dated. BUT, the effects and sleights are excellent. Those books, in the order I would get them is:

Royal Road to Card Magic
Encyclopedia of Card Tricks
Card Control
Expert Card Technique
The Magic of LePaul
Two of the books (Scarne and Encyclopedia) have self working effects. Don't skip them. Many self-working effects are easy to perform as a beginner AND allow an experienced performer to perform effects when someone is watching their hands. Good magic is a combination of sleight of hand and self-working principles.
