What they said. You can submit it to various magic-centered publications (Magazines or whatever) or you could publish it for free somewhere. You could even just host it on your own site.
OK, I think I get the idea of what you're trying to achieve, but feel free to correct me if I'm wrong. You want to publish an effect you've created in order to prove ownership, so that you get your fair share of credit if something similar is released in the future. Am I right? There isn't a strictly defined procedure for doing this and really, if you want to stop people copying you then you have to teach the full method in some medium or other or how do people know exactly what it is you've come up with? If I were you, I would do this:
1. Make a performance video (that doesn't expose the method).
2. Post it here and/or on other magic forums to see if anyone's seen anything similar before.
3. Write up the method and send it to some knowledgeable magicians who you can trust to keep it confidential and also advise you if it's original.
After that procedure, you should know whether you've got something original, and also enough people will know about your invention that you will be able to unequivocally demonstrate ownership if someone comes up with something similar at a later date.

The answer has been given to you, simply submit it to any established Magic publication be it a physical magazine like GENII and LINKING RING or an on-line source like VANISH or, if it were of an appropriate theme MYSTIC MENAGERIE.
Technically, if you share it on a forum it has been published but that tends to be a fickle point.
A lot of times when I have such brain-farts I'll simply share it with about six or so close friends so that we can witness things for one another and too, they can verify originality for me when it comes to the effect itself as well as method (we really try to keep an historic line of credit with things, which is another layer of integrity one should consider when developing a piece for publication or general release).
I will give you major kudos for wanting to do things in this manner, it's old school!
In the days prior to the Internet one submitted effects & routines to the major publications in hope of getting published; not only would this protect your effect but it likewise helped build your name (brand) so that people learn that you produce good stuff (hopefully) and they can depend on what you bring out. Many a notable built their career foundation by delivering constant concepts through the press for a year or two before marketing something; as one notable puts it, "That can mean the difference between a $25.00 retail price and a $55.00 price" (a.k.a. more money in your pocket via royalties.)

Nearly all the articles I write for any publication, I send to them in mass. . . 6+ issues at a time. This is especially so when it's an on-going series such as my current columns in VANISH & Mystic Menagerie
