So I recently bought a bottle of fanning powder to restore my old Guardians deck, and I was told that some people use it on new decks as well. Are there any downsides to doing this to new decks?

As far as I know, there are no downsides of using fanning powder to a new deck. As long as you don't take too much powder it will work just fine. But you really have to be aware of how much powder you use (no matter if to new or old cards), because this really can destroy cards.
