I would say the effect can be learned by a beginner. He teaches two methods, one using a sleight that even intermediate handlers are cautious about using and the other is a variation on the glide that uses the box.
If you like the effect and think you would perform it, he teaches two methods, both are doable-one is simpler than the other.

Chris Kenner & Eric Ross both have very good tricks named Election.
Onto the Chris Kenner one, I personally really do like this trick and use it often when I'm doing table work. He teaches both a easy way and a intermediate way to handle the trick, the intermediate way looks better than the easy way, however the easy way is... well... easy.
I do recommend getting it, either way you decide to handle it, it's still a great trick.
