No, The Paper Engine does not include Panic. If you want to pick up a copy of Panic, I suggest personally contacting Aaron Fisher via his website.

Aaron Fisher left Theory11 quite a while ago. Just like Lee Asher (who is only still mentioned on the site for 'Witness' but took the other things with him when leaving too), Aaron isn't an artist over here anymore.
