Sounds to me that before today T11 simply went to the USPCC to produce playing cards. Now T11 will be doing something for the USPCC. This does not sound like an agreement to make playing cards. It sounds like T11 will be helping with their marketing and Youtube channel. Very cool. L

When it comes to cost, it would likely be extremely unwise for Theory11 to produce mini decks. Go do some research into how much it would cost to make a large run of playing cards, and then imagine even higher costs going into the "mini" version of a deck. I would be surprised to ever see it...
