Help buying?!

I am attempting to buy puddle jumper for .99 cents. I just checked my card balance and after 5 times it still says that my card was declined. PLEASE help

Call your bank and double check with them. If you've tried to use your card unsuccessfully enough times in a row within a short period of time your account may be frozen because the bank may think your card got stolen or something.
