Submitting a new custom deck design...

Most companies design their decks in-house. They aren't user submitted. For those who design their own deck as an individual (whether a popular magician, or an average person), they get them printed themselves (through, say, Bicycle, for example) and release them on their own site. If you're a super popular magician, you could team up with a website and have them sell your decks (which is what Dan Sperry did, with MJM Magic). But yeah, if you're an average Joe, then your best bet is to release them from your own site. :)

damn that blows. I don't have a website and I bet its a long process if i wanted to do it myself through bicycle
Not so much a long process, but an expensive one, for sure. Granted, you could end up making your money back if they sell well--but you're taking a gamble. :)

tbh, anything other than line art looks pretty bad since it gets halftoned in the printing process. The second you start involving gradients.....ehhhh
