Where can someone outside the U.S. watch Celebracadabra?

Can't. The celebracadabra videos on the site are only for viewers living within the United States.

Maybe a proxy would work. I don't know allot about proxy but I think that you could redirect your IP to a US ip and watch the video. Try to google that.

Yep this will be your best bet. Search for "free proxy list" to find different addresses to use to make it seem as if you're surfing in the states. I use this to watch other shows like the Office and such .

They don't put full episodes online at vh1 I've looked for a long time. They only put up extras and highlights. I live in the US, but I never remember to watch it.

C. Thomas Howell kept mentioning on a podcast that you could purchase the episodes on iTunes ($1.99/ea).

True, they do show segments and highlights of the show. But you could watch these back to back and get a sense of what the show was about.
