We were able to for like the 1st day on here, but they decided that only Admin/crew members/those dating crew members should have them, that way their posts are easier to spot, and harder to miss.

Talk to people, try and get a "Top 10" list of the users people would vote for, and then make a poll out of it, and let the forum users decide.

Looks kinda fishy to me. Personally, I wouldn't buy it, but if you want it, then get it, but I don't trust it.

Wayne has stated that he might release it one day, but that he wants to hang on to it for a little bit longer. :)

For the "Forum user of the year" it should be the person who has made the biggest difference. Maybe they've posted some great essays, maybe they've been really helpful in all areas of the forum, or maybe you just think they're a cool person, but I like that idea.
