Yeah, I think I discovered how you did it by accident (though I can't pull it off correctly, so I'm going to need to buy it ;) ). That being said, it is pretty much as clean as it gets.

You could probably just buy a manipulation fan and paint it, as long as you use a light coat and a paint that wont ruin your fan. Make 3 stencils: 1 for the white space of the cards, 1 for red cards, and 1 for black cards. Then, just spray paint it.
